In accordance with the decision of the Licensing Commission of the Ministry of Education and Science of Ukraine of 09 February 2017 (Protocols No. 39/1, 39/2) and Order No. 28-l of the Ministry of Education and Science of Ukraine of 10 February 2017 (Reissued in accordance with Order No. 97-l of the Ministry of Education and Science of Ukraine of 20 March 2023), the Scientific Institute of Public Law was issued a licence for educational activities (in the field of higher education at the third (educational and scientific) level).

In the same year, the Department of Doctoral and Postgraduate Studies was established and the first enrolment of higher education students for obtaining the degree of Doctor of Philosophy was held.
